There is no way to do so. In base GTAV, BCSO agancy doesn't exist. Only LSSD. So you need to install EUP uniforms and EUPFR Ultimate.

In CopHolster.xml file, the first <Item Animate="true">, just change it to false and try again.
 

So? RPH was hooked to the game? Usually RPH launcher says "Hooked" and goes to the left corner

Don't forget to install
Gameconfig or Gameconfig (choose one) HeapAdjuster Packfile Limit Adjuster

In RagePluginHook settings set Plugin Timeout Threshold to 60000
 
EUP Menu missing dependencies, probably RageNativeUI.
 
 You missing PyroCommon.dll, reinstall SuperCallouts properly

ELS is standalone plugin and do not connected not to LSPDFR not to RPH, if you didn't edited lspdfr xml files so it's mostly will crash game itself or you will just experiance problems with car extras, not the lspdfr crash, which is completly different issues. So still better option will be reinstall, maybe even clear LSPDFR installation, from manual archive.

Just separete mod, like Callouts plugins, Deadly Weapons plugin or Bejoijo's StopThePed, CompuLite, etc.

Everything is seems fine, here is no problem.
Pay attention, first picture replaced Police Cruiser (police), second picture Stainer Cruiser (police5), which cannot (should not) be replaced.

Edit agancy.xml, delete police5 and/or polgauntlet mentions.

Did you really installed .dll libraries into Plugins folder? Relocete RAGENativeUI.dll, RawCanvasUI.dll into GTAV Main folder
 
You missing alpr.xml from CalloutInterface
 
Also I belive you missing textures and postal folders from CalloutInterface

Well, if I were you I'd reinstall EUP itself.

I assume you have deleted or messed up agancy.xml because it was failed to load, also I think there is error with backup_eupfr.xml so it wasn't able to parse (maybe I'm wrong about second one). Anyway I suggest you to resintall LSPDFR from manual archive and reinstall EUPFR (Basic or Ultimate) after.
 

Core of the problem could be similar.
Menyoo causing bug with spawning, try to play a bit without trainer.
As Lennyy said, STP tow service are broken right now, but as far as I know that not causing spawn issues.

Rename mods folder to _mods and try again.

In OpenIV navigate to update/x64/dlcpacks/mp2023_02/dlc.rpf/common/data/levels/gta5
There will be vehicles.meta with police5 and polgauntlent strings.

Ok so it's not related to UB, but I suggest you to:
Relocate CalloutInterfaceAPI.dll from Plugins/LSPDFR to GTAV Main folder
Update: LSPDFR, RNUI (for SimpleCTRL)
Remove: LSPDFRExpanded, RealisticCallouts, CrazyPursuit (if you're not aware what is this kinda plugin)
 
I didn't saw Ultimate Backup threw an error, but your CalloutInterface did, so for now I think it's CalloutInterface crashing your LSPDFR.

Make sure you have RageNativeUI installed and it's up to date.

If you have Stop The Ped, in StopThePed.ini look for HandgunWeaponName=  line
If you don't, edit inventory.xml in lspdfr/data folder.

mods/update/update.rpf/common/data.
Without gameconfig.xml addon car packs will crash, even if there is replace inside addon. If it will not help rename mods folder to _mods and try again.

You have addon mods? If so, make sure you have gameconfig, Packfile Limit Adjuster, Heap adjuster installed.
