I know that, but if I use patch 7 my graphical options are severely limited, it makes the whole situation not fun.

Hello, this is my first time actually modding outside of Steam (I'm a console gamer who just emigrated), anyways, I'm having a problem with getting LCPDFR to start. First, after my installation I had to through I giant fiasco that involved installing GTA 4 twice last night and trying to get the actual game to play. After I was able to get the game started I did the first mission in the game so I wouldn't be getting the tutorial spiel every time I launched the game. Well, long story short, I hit Alt+P and nothing happens (just in case I used the wrong combo I also tried Shift+P and Ctrl+P, still nothing). So, from there I watch a few videos to try to figure out what happened and finally I find that the configuration file also prompts you, on opening it, to check the status of the installation. I go ahead and do this and everything but LCPD First Response and Log Check are 100% green. For the LCPDFR module it says I need to get the correct game version which is 1.0.7.0. I'm like, "Okay, I'll go download it from R* Support." So I do that and everything looks fine but then my game plays like absolute s**t. I check the graphics tab and everything had been put on low to medium and there was more black from the sides than actual game play from the center. Unacceptable level of graphics for the gaming laptop I have. I refused to even check in game, I immediately closed down GTA 4. I was able to revert back to the newest version of GTA 4 (https://support.rockstargames.com/hc/en-us/articles/235650888). So now, after everything happened, I'm here with this problem which seems to give me two options: damned if I do, and damned if I don't (I really want this mod).
