I was just having this issue, and I was playing around for a lil' while when I finally realised you can get the configure option in the diagnostics tool to run if you check the box to enable "Advanced Mode", and then in the box that pops up browse to where your LCPDFR.ini file should be (the same directory as the diagnostics tool, C:Program Files (x86)SteamSteamAppscommonGrand Theft Auto IVLCPDFR for Steam users.) and then the tool should work fine, no crashes.

I use the pirated version of the game, because on the licensed LCPDFR, even if it works, it crashes every minute

Yep LCPDFR runs! Only problem is I can't run ELS? When I put the files in both ELS and LCPDFR stop running. Is there a way around that also?

Try to validate your files by right click on GTA IV on Steam, go to properties, find the tab that is related to files, and select the option of verify files. Steam should start the validating process and fix this issue. Once that is complete, don't downgrade your game, install LCPDFR 1.1 and this:

Disabling (Or making exceptions for GTA5, GTALauncher.exe etc) antivirus & firewall software Running RagePluginHook as admin If you don't have any luck with those two,
Reinstall RagePluginHook Go to Steam Game Library > Right click on the game > Properties > Local Files > "Verify Integrity Of Game Cache" YOU SHOULD ONLY RESET THE GAME CACHE IF NOTHING ELSE HAS WORKED, BECAUSE IT REMOVES ALL THE CAR, PED & OBJECT MODELS WITHOUT A MOD FILE!

I thought it would be helpful to post the hashes for the sirens in V since most of them are still in the hash code. Make it a bit easier on those siren modders out there.

I've been playing LSPDFR The British Way, and if you're british, you'll probably know that british officers use pepper spray much more than TASER.
Now I've heard rumors that thee was such a thing in LCPDFR, but haven't been able to find anything alike in LSPDFR. 
 
My suggestion: Pepper spray/fog in the game, that will incapacitate a suspect temporarily
