I do not have ELS installed, so the screens are a bit blah
I will be updating this, as i feel it need more work.
First you'll need this http://www.lcpdfr.com/files/file/17357-mobile-command-centermobile-command-bus/
When you have that install pbus using OpenIV into : Grand Theft Auto V\mods\update\x64\dlcpacks\patchday3ng\dlc.rpf\x64\levels\gta5\vehicles.rpf\
Then drag/copy my .ytd file into the same location.
Also from the downloaded file you'll need the ELS VCF for ALL BLUE LIGHTS, Install instructions are in that download
I DO NOT TAKE CREDIT FOR THE MODEL, I HAVE ONLY MADE THE SKIN AND ADAPTED THE LIGHTING FOR UK VARIANTS

Mobile Command Center/Mobile Command Bus
ADD ON/REPLACE
 
this is my third vehicle and getting better, we have a converted LST bus into a mobile command center with tons of features, extras, and ELS lighting!!!
 
Not possible without @Thero, for making this vehicle possible.

This vehicle is also unlocked for you to do with as you please. post any updates if you use it or improve upon it.  Version2 is locked; however, version 1 will remain on the download page unlocked. 

 
-pack updated to customize vehicle skin download v2 and use the template to make a special skin, you can post your screen shot in the comment section. 
- follow the forum post in the vehicle mod showcase for updates specific to the mobile command center and hauler. Post your pics and screenshots if you can guys

Contents
this model features a radio in the vest or high capacity magazines, with options to change undershirt polo, pants and vest color where available. includes normal maps. us flag and option to add NYS Police patches to ped.
 
All multicam folder - multicam pattern pants, vest, with american flag and NYS Police Patch 
Multicam/Black Vest Option with Multicam, tan, and gray pants. 
 
Features:
Black or Multicam Vest  Multicam Pants, Tan, or Gray Vest with Radio or High Capacity Magazine Option for undershirt polo in Tan, Blue, and OD green US Blue Line Flag patch on polo with NYS Police Patch as well    Designed for for s_m_m_ciasec_01, but should work with other peds if you use with a different ped, contact me as i have a multi cam baseball cap
that goes with this ped.  Im still working on adapting the baseball cap to ciasec_01 ped.
 
 
known bugs:
lettering is off center - ive tried for hours to get it right, its just the ped model is all messed up
some vest textures such as multicam covers everything - cant fix atm
distortions on badge due to underlying 3d model - cant change atm
 
to come: 
multi cam baseball cap and sunglasses to go with model
new badge
