This ENB caused my game to fail at loading textures I also changed the ENBseries.ini to let me adjust my setting but it still wouldnt allow me to do so any help?

Pulled over a vehicle in hove beach who drove off and stopped in front of the safehouse at hove beach then he engaged me with a gun as 4 russians across the street pulled out shotguns thus began a huge shootout between police, russians and a pursuit suspect.. (Run on sentences FTW)

Hey guys I found this sweet ENB that works amazingly with my computer's GPU although there is this one thing I highly dislike about it, I tried in my opinion everything in my power to remove it but nothing I edit seems to work. The problem can be seen in the images the ELS and other light such as taxi signs or just lights in general have this pixilated effect to it I really hate this and would love to get rid of it can someone help me out?
