This is based off the Ohio State Highway Patrol Motor Carrier Enforcement Tahoe used to monitor and enforce semi-trucks and any vehicles that require a CDL to operate. The lighting is All red with flashing headlights and reverses lights. I drive past these at 70MPH so I did the best I could at making it accurate.

After 8 Long on and off Months of working on this Pack it is finally being released for everyone to use:
 
Thero's Lore Friendly, Fictional, ELS Vehicle Pack (23 Total Vehicles). 
 
This is a Lore Friendly pack and not based on any real emergency services department. HOWEVER Fire Liveries are based on the Murrieta, Ca Fire vehicle Liveries but in Lore Form. The Sheriff Vehicles are based on the Eagle County, Colorado Sheriff Department Liveries but in Lore Form.
 
*NOTE* I know EMS/Fire/Tow/Taxi/ and Stanier are not part of a Sheriff's department, I just didn't want to create a 4th pack download for just those vehicles (And the Sheriff Vehicles are only 3 vehicles so it made more sense here then in the police or undercover one.)
 
*NOTE* These 3 packs obviously have a lot of time and energy in them when I worked on them. If you find issues other than in the known issues that I may have overlooked please let me know and I'll try and provide a fix and update the file

A: I tried including the most in depth installation instructions I could find, but I know when I was new to LSPDFR didnt know anything about installing stuff, so if you have any questions you are feel free to comment with it. There are also instructions though which again, I tried making as in depth as possible to help you out.
 
Q: X isn't working why?
A: You may be doing something wrong, or I may have fucked something up. If you do find a bug or have a question please comment with a screenshot or video to give me a better idea of what is wrong and I will get back to you.
 
Q: My lightbar and windows are tinted :(
A: So there is a way to remove the tint from automatically spawning on most vehicles, which ive done for almost every model but sometimes it doesnt work like for example in the pranger or FBI slots, so you will need to use the vehicles.meta to turn that off, it also includes better handling. Hi there folks. So this is my Los Santos EMS Paramedic pack consisting of just two vehicles. The graphics/liveries are based off of Montreal and Urgence Sante which is french, and this was originally going to be a part of my French Canadian pack so all of the words and stuff are in French, but I translated Los Santos into french so it is technically Los Santos just a different language. Anyway enjoy these, my first pack with no CVPI!

I thought that I would go a bit of a different route with this model.  It's small town police department FPIU. What does that mean exactly? Well, I wanted to create a FPIU that a small town police agency would have. I  only put Star lighting on there because it is cheap and more than likely what Grapeseed or Sandy Shores could afford. Everything on it is basic lighting and equipment. No name brands. Just a little something to change things up. But, I am really happy with the outcome of it and I know that you are going to love it as well! Comes with some extra's that I am sure you guys will appreciate. Haha.

INSTILLATION INSTRUCTIONS
================================
To install the vehicle models themselves, simply place them in your latest patch day in your mods folder.
I have installed the vehicles in my game to patchday10 where I have found the most success.
To install the VCF file, navigate to:
C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V\ELS\pack_default
and place it in there.
If you wish to install this vehicle to another slot, simply change the name of the vehicle, and change in the vehicle meta,
the handling line the slot uses to police.

PACK NOTES
=================================
- These vehicles feature the brand new Ford Crown Victoria from Forza Horizon 3. As such, the base model it uses is significantly better quality,
features proper textures, a full 3d engine, proper scaling and many other features. When myself and Lundy created this model, our goal was that if
it wasnt on the actual real life car, then we wouldnt feature it on our car and vise versa.
- The vehicles are rather large in size because of the 3d engine. Without the 3d engine the base model is around 98k. But quality.
- The models should be fully working, besides the front windshield breaking. It should handle exactly like you expect from the DSF vic, or any 
other crown victoria you have driven in game, but with significantly higher quality in the model.
- The template for this base model is highly similar to the DSF one, but there are some slight differences which make it easier for skinners to
do their thing. It requires minimal ammount of work to make it fit my template!

A: You do not have light-enhancing mods installed. Download RadianceV and/or other mods that increase emergency lighting brightness.

Q: Why does my game crash after I install the car/meta/carcol?
A: I don't know, it works in my game. Make sure you have no spaces when you coppied the line.

Q: Can I make skins for this vehicle?
A: By all means, go ahead, just dont re-upload the vehicle model itself.
Q: Will all other CVPI skins work with this model?
A: Unfortunately no, but they only require minimal edits to make them work!

Took a shot at modelling and this is the initial result. My first vehicle pack for GTAV. Includes 6 vehicles. 
 
I want to give a big thanks to @Maurice97 for helping me get started, answering my questions and helping me with some bug fixes. Also have to thank @t0y for also answering my nooby questions. Couldn't have got this far without you guys. And thank you to BlackJesus, thegreathah and Him1250 for the great tutorials videos you have put out as well.

TINT BUG? Go into the vehicle.meta and find the 'diffusetint' line for the particular model (SHERIFF2, SHERIFF, POLICE, etc). Replace that value with <diffuseTint value="0x00FFFFFF" />  ... Or simply change the tint in game with a native trainer If your Impala is flipping try a different handling line. I have had luck with POLICE3 and FUGITIVE If you are changing the liveries YOU MUST change the textures in both the normal .ytd and the +hi.ytd ... if you just change it in one or the other the liveries will be different at different distances. If you don't like something about the lighting patterns, speeds, light stages or anything related to ELS chances are you can change it! Don't complain to me about it. ELS is extremely customizable. Check out the ELS user documentation, please don't ask me. All the info you need is in there.  If you notice a bug or mistake (which I most likely have made a few) please let me know, and I'll try to fix it in the next update. It could be an easy or quick fix.

This is a custom Police skin for the Scorcher, the mod also comes with a addons such as water bottles and a Police utility bag located behind the seat.

The whole idea is to enhance single player role play. 
 
I am looking for collaborators on this project, to assist and create Operations etc and contribute their ideas. If this becomes larger than it is I really do believe we have an interesting way of enhancing single player role play alongside in game mods. PM me on LCPDFR if interested. 
 
 
 
Operations are assigned by a certain Law Enforcement Agency that you can partake in during your duty surplus to your response to normal Dispatch callouts. The forms allow for the collection of statistics that you can see and monitor as other Officers from varying Law Enforcement Agencies support the Operation and general law enforcement on the citizens of the State of San Andreas. Everything is designed to be easy to access (hence google docs) ideally from your phone at the roadside in game without alt tabbing out. I know there is already software that records reports etc but this is different in that as a community people can partake in various operations and see their results and the result of other officers.
 
I am not creating a clan or separate community here, this is for single player role play not online. Its just something else fun to do.

Here for all of y'all's enjoyment is a user-requested pack featuring textures from the Newton County Sheriff, the Henry County Police & Sheriff Departments, the Henry County Police H.E.A.T. Unit, the Covington Police Department, and the City of McDonough Police Department.
The design breakdown is as follows:
City of McDonough: 3 different varieties for the High Speed Designs 2014 Charger template Henry County Police: 2 Designs. The first (and current) design for any 2015 Chevy Tahoe using theHurk's 2015 Tahoe template or the High Speed Design's 2014 Charger. The second design is for the 2011 CVPI using the DSF texture. Henry County Police H.E.A.T. Unit: One design for the 2011 CVPI DSF template Henry County Sheriff: One design for the 2011 DSF CVPI template Covington Police Department: One Design for the High Speed Design 2014 Charger Newton County Sheriff: One design for the 2011 DSF CVPI template
