one, update the game, use the the link i provided for the game update extract to a folder on the desktop there are two installer files, run the .exe one
two, run the lcpdfr installer by right clicking and hit run as administrator

Yes, this mod will install on the retail PC (DVD-ROM) version of the game. It should also be noted that most mods for GTA IV work best on the retail version, but not so much the download (Steam, Amazon.com, etc.) version, as I've seen more people having trouble getting mods to work on the download version.

That's the only way you can install gta4. You need to have a legit copy of the game, so if you have purchased it from the store than yes of courseit will work!

Steam bought, store bought, digital download VIA a store site, all should work provided its a legally bought copy.

Have you read the instructions on how to download, install, and troubleshoot this mod? LCPD:FR is a modification for GTA IV, which means that you obviously need the game (or EFLC) in order for the mod to run. Therefore, you must have already installed the game first before any modifications can be installed, because the mods depend on the game in order to work. I thought that was stated explicitly clear in the posts following mine...
