    Heres a look at Neolux's ENB mod for GTAIV,This ENB is fantastic for ELS I had to do some minor tweaking to a few settings but overall this is the best ENB out there for ELS.I hope you enjoy.

    Hello to all on the LCPDFR Community, i am pleased to announce i will be producing high quality siren modifications for Grand Theft Audio IV, i've worked with audio for several games over the years, i've made 100's of high quality sirens for San Andreas which mostly were unreleased along with many IV sirens that have not been avalible to the public but myself and my small team of testers/assistants. I will begin to post demos of the audio works for the community while they i take the time to polish them before releasing them publicly.

    Note: All sirens are usually recorded by myself off local emergency vehicles unless the siren is not avalible locally then i resort to heavy online usage to assist in recreating the most accurate siren rework.There are many more to come.. Recently i've been working on a TouchMaster Delta Siren Videos will be posted on this youtube account and updated onto this post as more work gets completed.

    Well, like I've said and like you've tried, lowering your graphics settings is all you basically can do to increase your FPS, next to not running any mods on GTA IV. I don't know why the commandline.txt file didn't do anything for you, as it helped me. Before using it, I got around 60 FPS all the time, but now with it, I got GTA IV to use more of my GPU's dedicated graphics memory and can play around 80 FPS all the time. That's why I suggested it in the first place, because you can set for GTA IV to use more of your available VRAM than it actually uses, and I've checked this to be true using my EVGA Precision GPU monitoring tool.

    General suggestions would include not running any other programs in the background, making sure that your graphics card settings are all set to performance rather than to quality, and turning off power saving features that might be preventing your computer from utilizing certain features. I know not too many people do this when they get their computer...I had to help most of my friends optimize their laptops and desktops for gaming simply because they left all the CPU, GPU, and Windows settings that relate to performance at the default factory/stock settings, which are usually set to power saving and low performance.



    Other than that, unfortunately, there's not much you can do if you cannot get a desktop. I don't think buying a cooler will help with anything, since that only keeps temps down, which you say are already pretty low. The cooler isn't going to boost your performance or anything—only new hardware will do that. You can try looking at NVIDIA's mobile GPUs I guess, since I've always used NVIDIA's GPUs (especially ones made by EVGA) and had no problems with them, in contrast to ATI, which always gave me trouble with terrible software and drivers, not to mention terrible support.

    I'm terribly sorry, but I don't recommend any kind of gaming on a laptop. You can easily upgrade, troubleshoot, etc. desktops, but the opposite is true for laptops. Furthermore, the upgrades you can make to a laptop are extremely limited—not to mention much more expensive—when compared to upgrading desktops. Hence, if you want to run GTA IV relatively well with loads of mods and things like that (or any other graphics intensive game, for that matter), I'd seriously consider getting a desktop instead. Therefore, I can unfortunately only recommend desktop parts, not laptop parts, as I solely build, OC, and troubleshoot desktops.

    However, other members here are more than welcome to help you out and give you insight on upgrading your laptop. I have zero experience dealing with laptops, and try to avoid them whenever possible for heavy duty computing and gaming.

    Sounds like a hardware performance issue to me. What are your system specs? Have you set the graphics settings to the lowest possible? Also, have you tried forcing the game to lower the settings via the commandline.txt method? If not, try it out. The commandline options are good even for me when I'm running it on a high-end PC, as it actually optimizes the game better than just using the graphics settings in the game's menu. Make a new text file called "commandline.txt" in your game's root directory and copy/paste the following lines in it exactly as shown:



    -novblank -norestrictions -safemode -frameLimit: 0 -availablevidmem: 2.0 -percentvidmem: 100 -minspecaudio -noprecache -nomemrestrict

    I have recently uploaded screenshots from my heavily modified GTA IV game. if you're interested in seeing some NorCal police skins and uniforms! Or, if you've ever played MGS before, there's also the FOXHOUND Special Forces as well! All of the skin and uniform mods are custom made by me, and are not available to download yet.     I am also making several videos that show gameplay with LCPD:FR in both first person and third person views. Would anyone be interested in seeing those? I will upload some on YouTube if enough people are interested in them. If not, I'll continue to post just screenshots.

    Like most of you, when GTA 3rd person was first released, I spent a while after I'd played through the story line pretending to be a cop. Graphics not so good, but fantastic if you compare them to the you tube vid I linked, however no game mechanics so most of it was imagination, pulling vehicles over (that never stopped) etc.

    Now with your mod, I get to immerse myself as a cop without having to use my imagination as much as I did before. Your mod, whilst has its limitations is fantastic and I absolutely love it. I really hope a game developer comes along and creates a true cop sim, with ELS equivalent , realistic cars and more importantly, realistic game play. All thanks to the popularity of your mod!

    I've always been one of the people who thought GTA would be better if you played as the cops!

    Anyway, I just wanted to take the time to post this to say how appreciative I am of all your hard work.

    I don't support pirating games just as much you do, or any kind of software for that matter, because it simply isn't right. Developers should be given their due respect for coming up with great software, so people should pay for software and not pirate them.

    However, I disagree with disliking all people who pirate software, because in today's times, there are cases in which pirating software should be taken as a good initiative against evil, greedy, despicable, etc. companies. Such companies as EA, Rockstar Games, etc. FORCE end-users to install spyware (i.e. EA's Origin), backdoor rootkits (i.e. Sony's SecuROM), and other nonsense on their computers just to play a game. Remember, WE'RE the paying customers, not the pirates, so we shouldn't have to be put up with this BS in order to play the games that we buy. I can tolerate having to input a CD-Key and online verification for the first time a game installs, but I simply cannot stand draconian DRM that forces you to install additional BS on your coomputer and/or requires you to be online at all times in order to play the game that you purchased. That makes no sense, and is totally unfair to the customers. GTA IV was one of those games that went along with the viral version 7 of SecuROM, which is known to take out perfectly good CD-ROM drives among other problems. Of course companies that use these draconian measures say they are harmless...what would you expect them to say? I have faced some problems with StarForce (used by Ubisoft) before where I needed to reinstall Windows, because it did something wrong to the registry and Ubisoft said it cannot be fixed. So, before you go off hating all the pirates, think about why someone may pirate something. Yes, most people do so simply to avoid paying for stuff, but there are those "smart shoppers" who know not to be abused by big businesses and pirate software instead as protesting them. And I fully support these people, because we should be treated fairly by them if we're the ones paying for their stuff!

    Just thought I'd point this out to people who have misconceptions about why some people pirate software. Before you start hating, think about it. Yes, I agree that pirating of any sort isn't right, but is it the customer's fault, or is it the company's fault? I think that installing SecuROM just to play GTA IV was pretty horrible, considering it was the most viral version, so I forgive those who pirated GTA IV. SHAME ON ROCKSTAR for ruining its own games with stupid BS. I hope that the PC version of GTA V won't be containing any more nonsense for us paying customers...
