    Basically you have to key steam to update your game. You can try to validate the steam game files first select Grand Theft Auto V in library list, right click, Properties, local files, verify integrity of game files.
    It MAY find you haven't updated in a while, or it may say nothing is wrong. If it needs to update, it should, if it says everything is ok, you may need to remove the game and reinstall it.

    If you just reloaded a new OS, you may be missing some of the dependencies, It seems that file is related to C++? Anyways, I think on installation ragehook checks your dependencies, should have seen a problem there if there is one.
     
    At any rate, I think it's a dependency issue, but you should really post your RagePluginHook.log so those better qualified can look at it.

    Having patched up LSPDFR to latest GTAV patch, it was working, then started running into the "Could not hook game process. Insufficient permissions or bad anti-virus" and loading in default GTA instead of LSPDFR. Worked it and worked it, even downloaded a fresh version and patched up/reinstalled LSPDFR with updated ragehook and scripthook with no mods, clean install...same thing....the permission or anti virus error.
     
    Almost to the point of giving up, I thought "what did I change recently". The only real thing I had fooled with was Geforce Experience...the new "toy",  Freestyle beta. I had decided to see what this was about, so I enabled "experimental features" in GeForce Experience settings. This appears to have been the culprit, in my circumstance anyway. It works with a "Vanilla" version, but not my LSPDFR version, it seems to hang Ragehook....I enabled and disabled and tested three times...same result. With Geforce Experience experimental checked, LSPDFR will not launch, goes to vanilla screen. With Geforce Experience experimental unchecked, LSPDFR launches fine with all my mods and ELS.
     
    Just thought I'd throw this out there, since this is a new feature for GeForce Experience that seems to be causing an issue with Ragehook launch.

    PC Gamer updated again noting that petition was now over 50,000 and Steam Reviews had hit "Overwhelmingly Negative" last 30 days and "Mixed" for the first time ever.
     
    If anything is going to succeed (maybe there is still hope) it's that the pressure is kept on and they are made to look such a big bully and creative crusher that it might get to a point where the negative publicity bends them. I know from the discussions over at steam several "fan boys" are complaining about the complaining. I also have seen some of those knuckleheads who actually think that they are going to see a decline in the hacking and cheating.....good luck with that. At some point they too might realize what a sham it was, and their lives are no better.

    While I was posting a new negative review in steam, after I did I updated and 100 more had done the same in that little time..
     
    68% of reviews in the last 30 days now show negative....over 14,000, most of which I'm sure date back to the past 2 days...
