If you're using NVR, go into the NVR_EMISSIVES dlc and delete all the vehicle .ytds,

It doesn't matter how many of these PSAs are made, people won't listen to them because no one thinks it'll happen to them. "My school is quiet and in a no name town that no one cares about, it only happens in big cities." It's why whenever something bad happens, you hear the typical line of "Blank was a good person, I never would've thought they could do this." People don't see what they purposely ignore. When I was in school the primary drills were for fire and tornado, very rarely did we ever have active shooter drills.. It's disturbing the times we live in now where schools have to do them frequently, where our youth have to even be exposed to the possibility.

Either you tried this out of desperation, or you have installed ELS to the wrong spot. ELS should be in the main GTA directory. If you already have it there, please take screenshots of your GTA directory,

Yes, you can either spawn it when going on duty at the PD or use a trainer to spawn it.

If I remember right, MVGA has a .oiv uninstaller. However, your problem can easily be fixed. 1) Open your GTA settings and make sure postfx and shaders are on high or above. 2) If the above fails, you can edit the visualsettings to make them brighter. I use MVGA and my lights look fine after tweaking them. To learn about editing the visualsettings, check the very first FAQ here -

Sounds like you forgot to install the ELS VCF files into the ELS folder.
