    Unfortunately, to my knowledge, you can't separate emergency lights and interior lights from car.defaultlights, they are one in the same. I like having bright lights, so if there's ever a car with bright interior, I find the interior texture in the .ytd and add a transparent layer to it. Also, the "off" portion of car.default.emissives is not used, only on.
