    Hi had a problem and fixed it. Here is what worked for me, OG post is down below.
     
    CONCLUSION
     
    A fellow officer deciphered my rambling and made a really good video about it. This way please : 
     
     
    The fix for prop and buildings pop in was indeed to optimise textures of custom cars but still keep the 4K liveries.  Most of the cars I downloaded from here have questionable texture filesizes. Nevertheless i appreciate everybody who uploads their cars :-----) I just optimised the pngs in photoshop. reduced colors where it made sense, or sometimes resolution ("4K rifle that's inside the car and that can almost never be seen during gameplay and basically consists of 16 colors but comes with a million shades of gray png" I am looking at you) 
     
    Game runs like those cars are vanilla cars now. The engine simply couldnt handle the 5 MB laptop when its programmed to handle 100 KB textures. With dithering in photoshop u can drop the filesize quite a bit and the difference isnt really noticeable in game at all. All liveries are still 4K no problem. 
     
    I leave this here in case anybody is tired of trying a million different gameconfigs and finally stumbles over my monologue.

    maybe someone here has had the same issue and can assist me with this. Whenever I install just a single custom police vehicle, distant skyscrapers and some props are disappearing for a second when I look back or turn the camera around. I tried low poly counts, ELS enabled and non ELS cars. 
    The only pack where it does not happen is the one with ELS enabled vanilla cars that is on here. Now that might sound like a limitation of a low end PC. 
     
    Specs: 
     
    Intel Xenon E5-2667 v3 @ 3.20 GHZ (8 CPUs)
    12 gig ram
    nvidia quadro P5000
    HDD reading speed is about 500 MB/s
     
    It's a rig from Shadow cloudgaming service. 
     
     
    Maybe if anybody is willing to read through this and try to figure out what the problem could be. I will try to be as detailed as possible. :------) All units, code 99.
     
    I installed LSPDFR 0.4 on a clean steam version of GTA V.
    Scripthook latest version is also installed as well as ASI loader from OpenIV.
     
    Mods I am using are as follows :
    - Natural Vision Remastered
    - Realistic Driving
    - Realistic Gunsounds 
    - Modern Siren 
    -ELS
     
    Plugins: 
    -Stop the Ped
    -Ultimate Backup
    -The callouts that are available for 0.4 as of now 
     
     
    I tried different gameconfigs, heap adjuster and packfile limit adjuster mod that comes with some of them. 
    The game runs fine, no crashes or anything. I installed everything after careful reading of the readme files. 
     
    I tried to replace cars and also to add cars. Both ways, they spawn just fine, but the pop in gets worse and worse. Starting with traffic lights and ending in whole skyscrapers popping in while lookin around.

    finally found a fix. the problem was with interior textures having crazy filesizes. I optimised them, updated my OG post.
