After about 24 hours of tweaking I got LSPDFR installed and the Rage plugin to load. The Rage splash screen comes up and loads and F4 works. But, I cannot see any police stations. I have the latest Microsoft .net framework installed and I have unblocked all the .dll files. I have even tried reloading Rage by entering "LSPD First Response.dll" but when I do that it says it's not a valid command from the F4 screen. Am I missing something? FYI I am running Windows 10.
