As a reminder, you can bump your old thread if you do not receive a response after several days. There is no need to create a duplicate topic. I have gone ahead and trashed that one. As per your issue,
1. Remove OP Immersive Dispatch. It is very old and no longer supported.
2. Go into the lspdfr.ini and change the following to reflect below:
Main.DisableGameBlipHiding = true

Test and see if there are anymore crashes.

You have a slim.dx error in combination with riskier traffic stops.
If you have edited anything in the riskiertrafficstop settings, I would replace those with the Default.
 
if you still having issues, there a some steps you can try, but is not 100% guaranteed to work.
- make an antivirus exception for the whole gta folder.
- reinstall Ragepluginhook.
- update or reinstall audio & graphic drivers.
- run the .net framework repair tool.
- complete windows updates

i have all my ymaps in custom_maps and all my ymaps load in with no problem
