Your GTA Directorys are read only. Open up the folder properties and change them. When completed the properties should look like below....

Since I've been here, I've noticed an increasing number of support threads that lack the proper format.
The posters are usually told to go look at the sticky.
But then a small amount of them fall out of the pack and need even further help like on running the diagnostics tool.

So, I've compiled a small video tutorial ranging from updating GTA IV to running the Diag tool and locating working scripthooks.
