Gonna be honest, the livery could do with some work. The font doesn't really work for the livery, the text looks odd. The placing of the text also needs to be sorted out, its messed up on the rear and goes under the ford logo on the crown vic and it's almost worse on the tahoe where it ends right next to the plate. (See attached image) The text and the stripes dont line up properly on both sides of the crown vic either. Kudos for actually giving the Exempt plate only numbers though, that's something a fair amount of people actually mess up with. Overall, I think it's a decent start, however it'd need some rework. Not entirely a fan of mixing up National Park Service and LA Park Rangers either though but that's just a personal opinion.

I’d recommend changing the text on the noose one to Security enforcement police, so it matches other lore friendly NOOSE police liveries

You should change the vehicle for the fake cop to be the security dilettante (see image below) instead of an actual police car

If you make another agency in lspdfrs agency.xml, you can add the vehicles into there and then that agency will patrol in them. If you've set them correctly to spawn ambiently.
