    If you want the LSPD Stainer (police) to spawn naturally without a lightbar, do the following. 
    Open vehicles.meta in update.rpf/common/data/levels/gta5. Find the section for "police", and locate the Flags line. Remove the FLAG_EXTRAS_REQUIRE entry. Enjoy.
