    Hey! I'd be glad to help you out. Generally speaking, when getting into PC gaming, you need a good enough PC. To check your specs do the following
    1. Click start then run (Or Press Window Button + R to open run) 
    Then type "dxdiag". Then click Yes and you will see your computers specs 
    Please post a picture of those specs here and we'll go from there. 
    An i7 doesn't mean you will always run the game perfectly. An i7 isn't needed to run games as it is more based towards editing and rendering due to hyperthreading and other features. Also GTA is a heavy game on the GPU so if you have a bad GPU, could be why. Even with my I5-3570k from years ago and a new GTX 970, running the game maxed without MSAA and a crap ton of mods, (30+) still get 60-80FPS. Just to point out an I7 doesn't mean you can run everything :)

    We cannot give you ideal specs for playing LSPDFR it simply isn't possible. Generally speaking if you stick to the recommended ones provided by Rockstar you should be ok to play with LSPDFR as well.

    Here's the specs from Rockstar, as to what they recommend, and what the minimum requirements are.
    I have a Intel Core I7 and I had to modify the settings quite a bit to get it to play without lag, you will need to know what you're doing when it comes to configuring things for it to work smoothly.
