    Just my 2 cents, I upgraded to windows 10 and was nervous about how GTA V would handle it and I'm glad I did as I prefer windows 10 personally and GTA works just as well as it did on windows 8.1, no better no worst it just works exactly as it did before the upgrade.

    Pretty much what Officerphilips said, although shooting the legs in also non realistic. I usually call 1-3 more units and they end up getting to the suspect

    Here is really your only options.
    1. Hop back in your car and get way ahead of the suspect.  Hop out and Stun Gun them
    2. If you download Police Radio Mod by FinkOne he has a Tackle addon that you can do by getting just close enough and Press E
    3. If the suspect is a Fleeing type  dangerous suspect you could try shooting in the legs and keep hauling after them and try and catch up a bit. Be careful though as they will just get back up and keep running full steam.  They really should add on a thing where the suspect at least limps a bit, that would be a lot better, but its a part of GTA V,  I think GTA IV had this animation, what happened?
    I am afraid those are your only realistic options you have
    For non realistic option you can always go to your Scripthook V trainer and go to PLAYER > Run Speed  you will have no trouble catching them.  Just looks a litte bit unrealistic that you can run the 100 meter dash in under 4 seconds. You will catch up in no time ;)
