I guess windows 10 is the real case then. Hope something gets done about it soon. Even though my crashing cleared and everything works fine now, I have to mention that if anyone else has other mods other than LSPDFR, too, they need to be installed correctly. I had LSPDFR crashing once in a while when it tried to generate a callout from a different mod. At first I thought it really is my Windows 10 messing with LSPDFR or RGH, but after I took a closer look at the error message in log file and then investigated all my plugins and did a fresh re-install, it works excellent now. It couldn't locate one file for custom callouts and that was making my LSPDFR crash.
Maybe it's helpful to mention that before all my steps which are mentioned above in the thread worked, I did re-install RGH and LSPDFR more than 3 times. Deleting any other .dll .asi or anything that belongs to mods was one thing I did too.
Lets just hope for a fix from devs soon!

So, many of you peeps, as far as I've been reading, have experienced the same pretty annoying and disturbing bug with RageHook and LSPDFR crashing
when you press Shift to trigger a traffic stop, interact with peds or access the Police Computer. Or RGH Console (F4) not appearing. I was one of them and for me I found a fix for these problems (which works permanently for me, now.) So I decided to share and maybe this will work for someone else, too. Here's what you need to do:
DELETE all of your modifications for GTA V. OPTIONAL - verify your GTA V cache through Steam. REINSTALL RAGEPluginHook and LSPDFR 0.2b with the latest versions. Make sure your GTA V has the latest version 393.4 Unblock all the files RGH needs to have unblocked. Click on RAGEPluginHook.exe (In your GTA V directory), go to properties, compatibility and make it run in compatibility mode with Windows 8 (If you're using Windows 10) ALWAYS run RaagePluginHook.exe (Or your shourtcut on the desktop, if you have one) as administrator. Run the game and try triggering a straffic stop with Shift, bringing up the RGH console or any other thing that caused crashing for you. If the above steps worked for you too, feel free to start adding your desired mods one-by-one, to check and prevent your game from crashing again if any of the other mods were causing it.
