I see a couple things that could potentially be the problem. 
I see that you have what appears to be the non Steam version of GTA V. I see that you're loading multiple Plugins via the Startup file. I would advise either removing any and all plugins (excluding LSPDFR), from the plugins folder and just loading LSPDFR on its own, or alternatively, remove the plugins that are being automatically loaded via the startup file from the startup file and load the plugins at a later time when LSPDFR is verified to work. Then, one by one load each plugin at a time to see what may be causing the problem (if it is another plugin conflict problem). This will narrow down the conflicts and give you a definitive reason as to what the problem may be. 
Alas, and I'm not sure if this is fixed yet, but the retail copy of GTA V may not be in 100% pristine working order with the latest Rage Plugin hook released. There is a mixed bag of complaints on here that say it only works for the Steam version currently and it'll sometimes work for the retail copy of the game. A lot of complaints are in line with what your problem is, accepting callouts crashes LSPDFR and going into the Police station/going on duty also causes crashes.

This can especially be the case given that Rage Hook isn't playing all that nice with the retail version of GTA V from what I've gathered with those who have it and are complaining about it. The "problem" is more the fact that not every plugin has updated to work alongside with the latest RPH version, or it just isn't playing all that nice with LSPDFR and the combination of the aforementioned as well. Conflicts could also stem from loading them all with the startup file at the same time, and again, not playing nice with aforementioned combinations.
