The reason I say this is because;
He creates a thread about the modification he's making with a list of amazing features
He then posts a release date
The date arrives and nothing is heard from him
A massive flame war erupts with users demanding more info
Anti's site is DDoSed by another sire
Anti gives AdminCP powers to one of the moderators of that site
That moderator shuts down Anti's site
Anti gets the site back up and running and then announces he's merging with the very people that hacked him
He PM's me to get his thread closed as he's sick of all the flaming, so I close it.
He remains inactive for a few months and returns
He posts a new thread with screenshots of his "months and months" of hard work on the script
He posts another release date which once again passes and nothing is heard for a few weeks from him
His main post is then edited saying that somebody has "hacked" into his account although our records show only him logged into it
He "leaves" the modding scene
Before you all start attacking me saying "You do better" I'm going to say this;
In the screenshots, it looked as if he'd opened Simple Native Trainer and placed himself in a fireman skin. He then spawned three bodyguards with the fireman models and placed some text at the top left of the screen which could've easily been done in a third-party paint program.
In the other screenshot, the fire on the dumpster is very small and doesn't even fit. It hovers above and extrudes well outside the boundaries of the dumpster model.
You say "You do better then". To be honest with you, I probably could. All it'd take is my willingness to learn C# and free time, which I don't have at the moment due to studying for my A3 courses in college.

For realism's sake, we don't want the "CA EXEMPT" to appear any higher than the background, so we'll just fill it in:
We're now ready to create our normal map, and actually, we're almost finished. Select Filters - Map - Normalmap:
And this window will appear:
There's a lot of options here, but you don't need to mess around with much. Two things you will need to adjust are:
a: Filter type. There's 4sample, Sobel 3x3, Sobel 5x5, Prewitt 3x3, etc. These will all have different effects on the intensity of the normal map. You can play around with them, and it'll show you how it'll look in the preview. I find Sobel 3x3 works best for my uses.
b: Notice that I have "Invert X" and "Invert Y" checked. This is because the filter creates a normal map based on lightness and darkness. Normally, it will make dark areas low, and light areas high. Since this is the opposite of our licence plate, we need to invert them with the checkboxes. An alternative would be to make a plate texture with a dark background and light letters, but this is simpler.
Press OK, save your work, and that's it!
Lesson 6a: Optimizing a Simple Logo: Colour Correction
Sometimes, a Google image search will provide us with a perfect replica of a logo such as a door crest. Often, we aren't so lucky, and we'll cover those instances in Lesson 7. For now, let's do some minor editing on otherwise good logos.

Google image search only comes up with some red or black logos, not yellow:
We're going to turn the above solid image into a transparent yellow one.
In the Layers dialog, mouse over the layer and right-click. Select "Add Alpha Channel". This allows us to add transparency. With the "Select By Colour" tool, click the white area, then right-clic, select "Edit", and select "Cut". There might be some stray white pixels around the edges, but that's fine for now:
If we just went ahead and bucket-filled everything, it would either leave rough edges, or not fill in everything, or both. Instead, we'll use the "Colourize" function.
The next step is only needed since there's more than one colour, in this case black and red. From the colours menu, select "Brightess-Contrast" and slide the contrast all the way to the left. This will make everyting the same shade of grey. Otherwise, in the next step, the portions that are currently red will always look lighter than the black ones.
Now, to make it yellow, from the "Colors" menu again, select "Colorize". By using the "Colour Picker" tool on the priginal photo, I know the yellow color should be around Hue: 33 and Saturation: 51. Adjust lightness as needed:
To match the photo, we can delete the "OF NEVADA" bit, and resize the numbers, but I think you get the idea.
Lesson 6b: Optimizing a Simple Logo: Adding realistic detail
It's easy to find a great quality logo for a force as large as the RCMP, such as this one from Wikipedia:
Heck, it's even a transparent .svg file available in sizes from 200px to 2000px, and if you weren't as picky as me, you could scale it to fit and just use it as-is. But, I think what seperates a good skin from a great one are the details. On this close-up of an RCMP car door, we can see the decal has a white background that is a little larger than the logo:

Something within your computer is blocking the installer, it's beyond our issue, it's your computer, not our installer, also, you could actually try being nice, by not calling random people who are actually trying to help you "Smartass" and well asking nicely, but anyways, we told the issue, it's beyond our side of help, see if your AV is blocking it, or find out of some other programs/possible malware is blocking it by running a few scans of antimalware programs (Super Anti Spyware, MalwareBytes), other than that, there's nothing else we can do, also, you need to knock off the attitude.
Side note: Since you asked whether or not you need GTA IV to play this mod (Which is for GTA IV..) I'm assuming you don't have GTA IV, so if you are going to even attempt to install this mod, you need a full legal copy of GTA IV installed before you can play this modification, which you can purchase off of steam, and if you don't have steam, you can get it here (Yes, it's free):

13/11/2012 New video: Pursuit of a wanted person:
I have put together another short video of the new version, this time showing off one of the new incidents which is a wanted suspect who has been traced near by. I accepted this call whilst dealing with another incident as explained in the video which is why I had to drive for quite some time to catch up with them, most of which was removed from the video.

I present to you, a video (below) demonstrating a script I've been working on for a while now which will compliment policing in LCPD:FR. I call it the Policing Script (I'm great with names, I know). A list of current features follows:
Roads Policing features
Stop vehicles (other vehicles will not attempt to overtake) Wave single stopped vehicles on or allow all stopped vehicles to move Breathalyser with either a UK or US setting (if someone's over the limit, there's a chance they'll try to flee) Order a person to step out of their vehicle (there's a chance they'll refuse, try to drive off or try to run away) Order a person to return to their vehicle and resume their journey General Policing features
Order a person to leave the area (there's a chance they'll refuse) Breathalyse on foot Resist Arrest If you turn this on there's a chance persons you attempt to effect an arrest on will resist (lash out at you) or flee (still needs work). Aiming at a person or trying to use the E arrest will trigger this. There's a few in-game voices and animations included in this too.
Extra incidents If you turn this on random events will be produced for you to police, including:
Persons suspected of having guns or knives (which can escalate into a shots fired/stabbing incident) Robbery and Armed Robbery Injured Persons (The longer you take to respond, the more likely they'll die if they've been seriously injured) Disturbances (fights, drunkards and so forth) Vehicles on fire Road Traffic Accidents involving one or multiple vehicles Stolen vehicles Suspicious persons and vehicles Assistance calls from other cops And many more!
