    Oh my lord guys, I finally got it working... THANK GOD! Here's my solution, please let me know if it works for you too!
    1. Go to your main GTA V directoy where the RPH.exe is located
    2. Right click on a blank space in the directory and click properties (Not on a file, but on a blank space
    3. Uncheck the read-only mode and then click apply to all folders and subfolders
    4. Wait and then launch the game using the RPH.exe
    5. Enjoy and then cry because you've been trying to fix it for a year! lol
     
    Hope I could help at least one other person!

    @ScottehBoyy After doing so, it now says "GTAVLauncher has failed to start", yet still starts the normal, unmodded GTA V. Since so many of us are having the issue, could it possibly be a bug?

    Hey guys... I had an idea today that might be crazy, but it just popped into my head. What if Rockstar sold private servers (Kind of like g-mod or minecraft) that clans could mod and then use for roleplay and such. The servers would not interfere with the traditional Rockstar servers, so players could play modded on them freely!
