When i try and run the diagnostic tool the tool crashes?

ANd what is a stickie?

I do se the the red icon , it then says hit enter , di do that , then boots me back to start of game, ive reinstalled .

IM under windows 7 and i run under adnmin when i get to a station, it says hit enter, then boots me out of staion and back to start of game.

Aftet i hit alt p it says go to police station to be a officer, but no station will let me enter, when i try, it says hit enter to see guide lines but i cant ever go on duty.
