No not completely. I drove straight to the PD station.

When I press ALT-P it says go to nearest police station. I do and then it loads LCPDFR and I am in the PD station for about 2 seconds and then the game goes back to the beginning of GTA 4. I re-installed everything including the .NET Framework 4 Extended and the Visual C++ Redist. No other mods installed.
