Am I missing something? I don’t have a mods folder is there one somewhere else?

Hi there, can anyone help? My game is just stuck loading. I havent played the game in about 6-7 months but this is a completely fresh install as I didn't have GTA installed. I only have LSPDFR plugin installed and no mods folder as of yet. I have tried disabling AV, tried running windows mode. I tried launching game without ragehook and hooking after but this wasn't working either. Log is here - https://pastebin.com/2YNA21tT
