Yeah, that's a known "bug" with it. Any criminal act, even the seemingly microscopic ones, can fellow warrant you an actual wanted level. There was one YouTuber who started a series using said mod, iTzKevinFTW. For those who are lazy and don't want to check out this system themselves, check the mentioned YouTuber's "LSPD:FR" videos.

If I recall, back on the last-gen consoles somebody made a character model swap mod that allowed you to play as the LSPD, and it had the same results on it as it did here. In the video, according to the guy, the wanted level stars bootlegged into "backup" stars, which display the amount of backup you'll receive in a shootout/pursuit. It seemed really well-done as if it was a beta version of LSPDFR. As long as you don't attack a fellow officer, you won't be attacked too.
