To make the emergency lights work properly, you need ELS (Emergency Light System). Please do not upload this or a modified version for public anywhere without permission. I think the LEDs would be more modern and stylish but gamers don't care if is HALOGEN or LEDs. They just don't care and Rockstar is the same thing, because GTA 5 will be a game to kill ppl, and do mission etc, not to be a cop! But yeah LEDs would be cool... Harper Answer: Yes those are LEDs at least they look like LEDs comparing to others lightbars.
