Went to Downloads and clicked on the ".091" link. Switched downloads, cleared files, ran this as administrator, got an error, kept trying different combinations... Then accidentally went through without running it as administrator and it worked. My computer is evil and hates me. I am gonna go burn my work down, then come back and rage play LCPD:FR for the rest of the day. Thanks to everyone for their help. I feel like a real idiot right now, having downloaded the wrong file to begin with. Happy New Year to everyone! Now to arrest criminal scum.

Someone should put a tag on that kid's installation tutorial then. Guy literally states "Do not download .095" everyone had a boner for the video so I figured it was sound advice. Well, I am doing that verify files thing so it removes all mod files from my root folder than gonna try again. I am gonna be slapping a hand to my face pretty hard if a nights worth of error messages was because I had the wrong file.
