    TrafficFlowV5R2 (it's in the downloads section) - it loads a selection of vehicles in the memory, causing the game to have a bigger variety of cars driving around. As side effect it reduces the number of taxis and police cars around.
    Then there's also TrafficControlSystem (use google) which does the same thing.

    I myself use both simultaneously for a bigger effect.

    if you really want to do this, though it can take some time you can edit the popcycle file located

    C:\Program Files (x86)\Rockstar Games\Grand Theft Auto IV\common\data.

    Here is the default values

    you can increase #Cars and lower the percentage of cops.
    Make sure you back the file up before editing. If your system cant handle the additional cars there is a chance your game will crash. keep in mod though if you lower the cops on the street, it will lower the # of back up units when you need them.
