    Yes and no. 
    The original creator of the model could manually convert the lighting to Non-ELS but without having the unlocked model and the skills to do so you can't.

    I don't think so. All ELS lights are controlled by the ELS script. So these lights aren't controlled by the siren settings like non-ELS cars are. If you really wanted to you could find an unlocked car and change all ELS lights to non-ELS. However this would be long, painful, and not be worth it in the slightest.
