What is mdc.lcpdfr.com? What is good about registering for it, and it asks for patrol areas, is this a server or something?

I would recommend downloading the 1.0.7.0 patch for gtaIV and also downloading lcpdfr 0.95 r1 (fixed). That worked for me when I had the same problem.

Does anyone know any good video recorders and editors that work good on gta 4? If so please post them here with download links if possible.

What I do it point my pistol at the suspects vehicle while i have 2 or 3 backup vehicles arriving or on scene and the press ALT + K [AI will get out of vehicle (only on foot)] But I am running LCPDFR 0.95 fixed and I think that is one of the new features.

I am just wondering if anyone can tell me a good, (simple) program to edit the vehicles in GTAIV myself. I would like to change the skins and maybe add more lights that will work with ELS. If anyone knows any program to do it please post it here. Thanks!

Once Niko loads it says something like lcpdfr script error emergency lighting. Then gta4 exits and says it has stopped working. Please help.
