It's a device where using GPS calculates the local speed limit. Then records when you speed. So next time you take your car to MOT (car services), it checks whether you have sped. Insurance price goes higher if user has sped. About your last point. Most people don't actually realise how fast they're going, especially teenagers like myself. It can't physically limit your speed, but in long term, it will slow down your driving.
