I would suggest you download SparkIV again, and place it in a folder. Then see what files it creates and then delete those on the desktop.

Don't reinstall, do as Flambe says. 1. Delete vehicles.img 2. Steam -> Library -> Right Click on GTA -> Properties -> Local Files -> Verify integrity

Just a side note, C++ ScriptHook? I though c++ scared the developers Otherwise, since your using Vista try to update, since the game have trouble running if it isn't on the latest service pack.
