095 RC2, but now i downloading 1.0

I start the game, press ALT+P and and appeared only duty forced. I can't get to the police station and change clothes, car, take partner and everything else what is in police station. I can do police missons, but if i go to mission and shoot suspect, so the police want to arrest me. Any ideas to solve that problem?
