    Check the vehicles.meta and handling.meta lines to make sure they're installed correctly

    This does appear to be a bug with this car.  As you said, the AI isn't registering it's a law enforcement vehicle and their pathing seems to break.
     
    If you'd like another good Taurus, this one works flawlessly for me.

    I'm unable to at this very moment, but when I can I'll hop in game and test this car out to see if it works for me or not.  I believe I have used it once, but I've installed a lot of Tauruses recently.
