Yes, exactly. With ELS cars, you will also need to add data into ELS' _SLOTCONTROL file.When you open the materials editor, collapse all of the sections and it should be at the bottom. If it's not there, let me know.

It is by no means perfect but I've done the best I could with the resources I have available. A template, vehicles.ide line, handling.dat line, and an ELS configuration are included.
