I solved a similar issue with my game by updating my mods folder through openiv. When you open your mods folder, it will ask you if you want to update it to the newest version. This resolved my issue. For future reference, it is better to make sure you post these kind of threads in the support area so that you can get the fastest response. :)

I would assume that on a retail copy, if I messed up my files then I would have to reinstall the game from step 1 and re-download the updates. Whereas with steam, I can recalibrate my files and usually fix the issue through there. Please correct me if I am wrong, I'm curious because I don't own the retail copy.

Pretty sure this is the best analogy I have seen on this site in awhile
