    Try removing some of your scripts, LCPDFR 1.0 is more resource demanding than previous versions. I wouldn't run that many script mods on GTA IV and then install car mods either, you are prone to get crashes doing that.
     
    Generally speaking, the more you mod GTA IV the more unstable it gets.

    When Does it crash? Like how long after you launch the game? GTA IV is really unstable. I am crashing very minimal, after I got some advice, that I will pass on to you, Don't put a modded car into the noose slot. And downgrade to ELS v5.
