I use Photoshop but Paint.NET is good ,too. Photoshop has more options but I think Paint.NET is good enough to make GTA IV skins. About GIMP, I never tried it. You can also use Adobe Photoshop Express but you need to register. It is the online version of photoshop.Here is the link (it is free): http://www.photoshop.com/tools

I've got the same problem and i don't find Fix 5 ,too Please anyody post a link I went to the fixes topic but all fixes/updates are strikethrough

A speed meter would be great so we can know if a person is speeding or not.
