    go to http://www.lcpdfr.com/cops/forum/index.php?app=custompages&do=show&pageId=4 and install both links. I had the exact problem and this fixed it.

    i have win 7 64 bit and sometimes it helps to sign off of all user accounts and then sign back on and run game as admin. You might also want to run the auto config tool in the graphics menu.
