  1. By commies I mean 'some foreign army'. If you were going to attack a city like Liberty City, you'd probably want a few tanks. ---- I will admit that the last 2 are a tad dubious, but it makes sense to me that as you deal with greater criminals, you eventually would get to those 2.
  2. So I was thinking, in normal GTA, committing lots of crimes will cause the government to respond with deadlier law enforcement, in most games (GTA IV being an exception), even resorting to declaring martial law to kill one person. I was thinking, if in this, how about you have it so, as you solve crimes, you deal with bigger and bigger crimes occuring/how much criminals resist arrest? Here's my idea: 1 Star: Any criminals nearby will run away from you. They will not fight you unless they're threatened. 2 Star: Nearby criminals will try to fight you now. 3 Star: Criminals will come in with hitmen armed with handguns and melee weapons to try and kill you. 4 Star: More hitmen will show up, this time with SMGs and pump action shotguns. They'll attempt drive-by shootings. 5 Star: Terrorists will show up with assualt rifles, grenade launchers, and other deadly weapons of the sort. 6 Star: The Commies invade! They brought tanks.
