I'd rather go with just a NOOSE cruiser/Patriot responding. The FIB Buffalo should remain as it is, an unmarked police vehicle. They should drive around the city with cops in it. :P

Quite nice, that copcars block the road, traffic takes a other route. Ambulance arrives and try their best. FD too maybe. Just the idea... ^^

I'd rather go with Adobe Photoshop CS-5. Yes you must learn it first, but once you get to know it you'll notice It's quite good and noticeable used by Professional Logo designers.
