    *****UPDATE***** TRY installing the patch for GTA IV: http://www.rockstargames.com/downloads#/?collection=9 THEN, MOVE (cut and paste) the GTA IV folder to your desktop, right click, select properties, then make it so it's no longer read-only, then move back. I did this, and it installed JUST fine :) NOW I get this
