OpenIV Discontinuance FAQ & Information
Update - 23 June:
Rockstar Games have released a new statement regarding single-player modifications for GTA:
Rockstar Games believes in reasonable fan creativity, and, in particular, wants creators to showcase their passion for our games. After discussions with Take-Two, Take-Two has agreed that it generally will not take legal action against third-party projects involving Rockstar’s PC games that are single-player, non-commercial, and respect the intellectual property (IP) rights of third parties. This does not apply to (i) multiplayer or online services; (ii) tools, files, libraries, or functions that could be used to impact multiplayer or online services, or (iii) use or importation of other IP (including other Rockstar IP) in the project. This is not a license, and it does not constitute endorsement, approval, or authorization of any third-party project. Take-Two reserves the right to object to any third-party project, or to revise, revoke and/or withdraw this statement at any time in their own discretion. This statement does not constitute a waiver of any rights that Take-Two may have with respect to third-party projects.

At this point, we're waiting to hear from the OpenIV team in response to this.
Summary
On June 5th, 2017, the authors of OpenIV state that they received a letter from Take Two Interactive (the publisher of Grand Theft Auto V) requesting that they cease and desist development of both OpenIV and the Liberty City to Grand Theft Auto V project.
On June 16th, 2017, Rockstar Games released a statement claiming that OpenIV enables "recent malicious mods that allow harassment of players and interfere with the GTA Online experience for everybody".
The statement also noted that they were "working to figure out how we can continue to support the creative community without negatively impacting our players".
What is OpenIV?
OpenIV is a multi-purpose editor and archive manager for PC versions of Grand Theft Auto V, Grand Theft Auto IV and Max Payne 3.
It allows for the modification of various game assets such as textures, models, animations, data files, etc.
Can OpenIV still be used?
If you already have OpenIV installed, yes. The program will display a screen when started which contains some information about the current situation.
There are two buttons on this screen: one to uninstall now, one to uninstall later. If you choose to uninstall OpenIV later, you will still be able to use the program as normal.
Can new copies of OpenIV be downloaded?
Officially, OpenIV is no longer available for download. Note that various websites may still have copies available, although these are not officially provided by the OpenIV team.
What about LSPDFR?
LSPDFR is still being actively developed, and a new version is being tested. The situation with OpenIV does not directly affect LSPDFR at this time.
Has anyone else been told to discontinue by Take Two Interactive?
Not that we know of.
What does this mean for modding?
As existing copies of OpenIV are still functional, the short-term impact on modding will hopefully be limited.
In the longer term, without doubt, the discontinuance of OpenIV will prove to be a huge loss for the modding community:
- OpenIV was still in active development, meaning many features and possibilities may now never be realized.
- Things which aren't currently supported such as animation editing will now likely never be possible.
- Research on the game's data files and structures may be hampered.
- Modding will become less accessible for new members of the community.
I just want to install mods, will this stop me?
If you already have a copy of OpenIV installed, and wish to continue using it, this should not affect your ability to install OpenIV compatible modifications.
Other modifications, like LSPDFR and any RAGE Plugin Hook scripts can still be installed as normal.
Do I need to do anything?
The OpenIV team recommend that you uninstall OpenIV due to potential legal issues which may arise. Whether or not you do so is at your own discretion.
Why can't I upload my copy of OpenIV to share with others?
You can. Just please don't do so on our community for legal reasons.
