In It's Heyday
Before Express Car Service was bought out by a certain Eastern European with a gambling addiction, the small-time cab company operated a small fleet of by-call cabs. In 1998, however, legislation by the Liberty State Legislature ruled that non-TLC cabs could not be painted yellow, or carry roof signs. The sheer drop of customers because of this severely weakened the company, as was the sad tale of many fallen cab companies, and their value dropped to the extent where it was sold for $50 in 2004.
