As a rule or I guess for respect, the stars of the American flag are always closest to the pole, this means if you are walking the wind will be blowing the flag so it looks like it is backwards. The U.S. Military and the U.S. Law Enforcement now put this flag backwards, for the military at least it symbolizes marching into battle with the flag blowing behind them also airlines adapted it so when they are flying the flag is blowing behind them but the stars are always next to the pole.
