I've done a few patrols in North Yankton but traffic will only spawn (as far as I know) if you use this mod: https://www.gta5-mods.com/scripts/travel-to-north-yankton (if it even still works). And yes, like Slendis said, the snow was enabled through a trainer.

Unless I have an older version It should say like two lines below that "snow" or something, just enable that. Or you can go into the trainer.ini and change "snow" to the setting 1 to enable it.
