I use Radiance V and Visual V without installing the visualsettings file Visual V came with. Also, a bit of touch ups with the Rockstar Editor.

Yes, it's his LASD Crown Vic. I don't know what you mean by "bugged" lights though. If you're having problems with his vehicle, specifically the lights, you should try installing the carvariations again.
