I'd take my chances and flee, if I saw a cop car towing a boat... Just for the pure comedic value of seeing the boat snaking as soon as the driver goes over 50mph. And the drivers face in the mirror like:

how do you get the vehicle to tow that trailer? Ive tried but cant seem to get it to attach!

You have to edit the vehicle.meta file and add the proper flags for it, along with the trailer part. I used the Bison Flags.

How would i go about doing that if i may ask ?

This is what I have for Sheriff2 flags:

      <flags>FLAG_HAS_LIVERY FLAG_LAW_ENFORCEMENT FLAG_DONT_SPAWN_IN_CARGEN FLAG_IS_OFFROAD_VEHICLE FLAG_HAS_INTERIOR_EXTRAS FLAG_REPORT_CRIME_IF_STANDING_ON FLAG_IS_OFFROAD_VEHICLE FLAG_IS_BULKY FLAG_ATTACH_TRAILER_ON_HIGHWAY FLAG_ATTACH_TRAILER_IN_CITY</flags>

After that under Wheel Type I have this, <trailers> (shown in pic)
